In Provincial Government’s allocation for 2013, Education, health get bulk of P1.7-B budget

CITY OF SAN FERNANDO–Almost half of Pampanga’s P1.7 billion budget for 2013 will go to education, health and agriculture, the Sangguniang Panlalawigan (SP) chairman on finance and appropriations disclosed on Monday.
First District Board Member Crisostomo “Cris” Garbo said at least 20 percent of this year’s budget is allotted for education as pushed by Gov. Lilia Pineda.
Garbo added that health and agricultural programs will get 15 and 10 percents, respectively.
“Based on the current budget, the Pineda administration is gearing towards investing heavily on what’s important for Pampanga,” said Garbo. He also cited Vice Gov. Joseller “Yeng” Guiao and other SP members for “teamwork leading to relevant projects. ”
Garbo said the sound fiscal management instituted by Pineda and Provincial Administrator Andres Pangilinan Jr. allowed the steady yearly increase of the provincial budget since 2011.
The veteran board member disclosed that Pineda had started with P1.2 billion budget and it increased last year to P1.4 billion.
“The good collection on local taxes, notably on quarry, allowed us to have more this year and in the previous years,” said Garbo.
As of January, the total revenues collected from the quarry operations reportedly reached P675,997,500. The Pineda government is on its way to record the highest-ever collection in the lucrative industry in the span of three years.
Third District Board Member Trina Dizon said women and children will “greatly benefit” from the priority projects of Pineda.
“When people can go to school and have something on the table to eat, they will be productive members of the community. They only need some help when they get seriously sick and our hospitals are reliable,” said Dizon.
Garbo said “between P600 to 700 million” had been allotted for health projects since Pineda became governor in July 2010.
Pineda, in her speech during a gathering of farmers in Lubao town, stressed that they will “prioritize more” the agriculture sector in 2013.
The 62-year-old governor is implementing the Pampanga Agriculture Modernization Program (PAMP) designed to improve the yield of farmers and fisherfolk until 2016.
Pineda earlier signed a Memorandum of Agreement (MOA) with Don Honorio Ventura Technical State University (DHVTSU) for the establishment of a DHVTSU satellite campus in Sto. Tomas town. In the MOA, the province will provide P3 million annually for the operations of the DHVTSU-Sto. Tomas. ● JNP
